Reporting Relationship :
General Manager China operations with a functionally responsibility to the VP Global HR.
Responsibilities :
Identifying legal requirements and government reporting regulations affecting HR activities and assuring that employment contact, employee relations activities, policies and procedures are in compliance
Providing survey information for general wage increase recommendations and to assure external competitiveness of salary positions
Implementing and maintaining salary planning program to determine amount of merit & equity increase to be given during fiscal year
Developing and implementing training and development programs to assure that workforce is trained in current positions and developed for future job openings
Working directly with the VP Global HR to assist in the implementation of global HR programs and policies
Recruiting personnel by working with hiring manager and various recruiting sources. Assuring that personnel are hired in a timely manner and in accordance with position specifications
Assisting mangers in optimizing their organizational structure through organizational design
Updating and writing position descriptions and/or specifications
Implementing and maintaining performance appraisal program for office salaried personnel
Developing and implementing common HR metrics for the China operations
Performing HR audits at location to assure conformance with internal policies and governmental legal requirements
Developing and implementing site specific HR policies and procedures
Reviewing benefits programs at location and making recommendations to assure competitiveness. Implementing new and maintaining existing benefit programs
Developing and implementing safety programs to meet performance goal for lost-time accidents, incident rates and worker's compensation costs
Overseeing the administration of worker's compensation costs
Developing and implementing proactive safety reward and recognition programs to eliminate unsafe workplace accidents
Maintaining a basic understanding of employment, safety and labor law. Developing external contacts as advisors
Performing best practices survey's for each operating location
Performing strategic HR initiatives such as succession planning, management development, organization design, long range planning and other activities to assure that the HR function is involved in long rang business development
Qualifications :
The incumbent in this position is a key member of the China management team and as such must have a solid HR and business background.
Minimum 5 years of progressive experience with a demonstrated track record in HR management.
Manufacturing experience is required and automotive experience is preferred.
S/He will have good interpersonal and communication skills; be a proactive, approachable and supportive individual with a high degree of maturity.
S/He will be a change agent with the ability to size up a situation, take action and lead the development of the company's short term and long-term business development objectives consistent with, and supportive of, company-wide objectives.
The ability to train and development and the energetic personality with a strong work ethic and high integrity will be essential.
Understanding of automotive issues, cost pressure, launch management, inventory planning, quality systems will an advantage.
